Context: JoJo was talking about Julian Fantino, Toronto's chief of police, cottoning onto a mayoral candidate that had used crime-rate scare tactics during an election campaign (presumably to drive budget decisions at a later date. The quote in context was something along the lines of "The police are like crackheads when it comes to budgets.")

Freebie: Adam Vaugn called the election way too early. No one cares that he did it 14 minutes after the polls closed, but they would have if he had called wrong - especially his boss. Calling an election after 20% of the vote was in is a bad idea during any election - especially when the final tally saw a difference of less than 10% between the first and second place candidates.
