Ross,
Based on Rogers FAQ:
It looks like you can have Internet without Cable service (as long as the cable is there..in you case it is) They will require 30 days for you to cancel the TV.
As for Bell you can order Dry loops (you just have to specify when you order it or depending on where you live you can order the service through a number of resellers... I believe Pathways comm. offers a resi product.... as you will receive better customer service from anyone other then Bell
